Ugarte is due to undergo his Man Utd medical today and he will become a Red Devils player before the summer transfer window ends on Friday.
The Uruguay international only joined PSG last summer, but he is set to depart the club after making 37 appearances during his debut campaign at the Parc des Princes.
PSG signed Benfica midfielder Joao Neves earlier this summer and the Portuguese youngster already has four assists in just two Ligue 1 games.

Ugarte is not in Luis Enrique’s long-term plans and he is now set to challenge Kobbie Mainoo and Casemiro for a starting spot under Erik ten Hag.
Sander Berge was previously considered as an alternative to Ugarte - as exclusively revealed by The Transfers Podcast - but Man Utd opted to pursue the Uruguayan instead and Berge subsequently joined Fulham.
Manuel Ugarte to Man Utd
Ugarte will become Man Utd’s fifth major signing of the summer transfer window, following the arrivals of Leny Yoro, Matthijs de Ligt, Joshua Zirkzee and Noussair Mazraoui.
They are also set to complete a deal for talented teenager Chido Obi-Martin after he left Arsenal at the start of July.
Man Utd are currently 11th in the Premier League table, having picked up three points from their opening two matches.
The Red Devils will host Arne Slot’s Liverpool on Sunday, hoping to bounce back after a 2-1 defeat to Brighton & Hove Albion last time out.
