The Rennes winger scored four goals and provided six assists in 42 appearances last season, and he is the latest wonderkid to be targeted by Chelsea.
According to The Sun, Chelsea and Tottenham have both made Doue a “top priority” for the summer window.
Both London clubs have reportedly initiated talks with Rennes and Doue’s representatives as they attempt to negotiate a deal, while they want to reach an agreement by next week.

Chelsea’s summer transfer plans
Chelsea have already signed Kiernan Dewsbury-Hall, Omari Kellyman, Marc Guiu and Tosin Adarabioyo this summer, but they are yet to land a new winger.
Athletic Club star Nico Williams appears unlikely to join the Blues, Michael Olise is set to sign for Bayern Munich, and Doue has now emerged as the club’s top target as a result.
Chelsea remain in the market for a striker, while a central defender is also being pursued.
Atletico Madrid’s Samu Omorodion appears to be the Blues’ first-choice target for the former and Boca Juniors starlet Aaron Anselmino could fill the void of the latter.
In addition, Renato Veiga is also set to join Chelsea in a deal worth roughly €15m. The Portugal U21 international has left Basel’s pre-season training camp in order to finalise a move to Stamford Bridge.
