The Blues' wage bill has been significantly reduced in recent seasons and they are not willing to undo the progress made on that front purely to sign Osimhen and break the wage structure.
There appears to be an agreement in principle with Saudi giants Al-Ahli, but they are focusing on signing Ivan Toney, who is in the process of having his medical, as Osimhen only views a move to the Middle East as a last resort.

Chelsea continue their activities in the market with another bold move. In fact, the Blues have submitted an official bid to sign Manchester United winger Jadon Sancho, according to reporter Fabrizio Romano.
The Blues have ramped up talks to sign the ex-England international in recent days and they have now lodged an initial loan proposal, as per Romano.

It comes after yesterday when a swap deal was mooted between Sancho and Raheem Sterling.
Djordje Petrovic to Strasbourg

The Serbian has reportedly penned fresh terms with the Blues and will join Strasbourg on loan until June 2025.
Petrovic is set to become Strasbourg’s first-choice goalkeeper, having dropped down the pecking order at Chelsea following Robert Sanchez’s return to fitness and the arrival of Filip Jorgensen.
Crystal Palace want Trevoh Chalobah
Stuttgart are interested in signing Chelsea defender Trevoh Chalobah on loan, as per Sky Sports.
The Englishman has been frozen out by Enzo Maresca, but he remains a Blues player and any exit before the end of the summer transfer window is reportedly likely to be a loan deal.
Crystal Palace are among the Premier League clubs interested in Chalobah, although they are focusing on finalising a deal for Maxence Lacroix at current.
Ben Jacobs, meanwhile, posted: "Wolves aware of his situation, and the door isn't entirely shut, but they are not working on it as of 16:00.
"Newcastle and Crystal Palace two other teams who have looked at Chalobah this summer.
"Not guaranteed Chalobah leaves, but a late exit not ruled out yet."
